My could-be-controversial take on Jayce Talis is that if he lived in a universe or city where you could just go study to become a wizard, like the Baldur's Gate 3/D&D universe for example, he never would have bothered with blacksmithing or Hextech in general, he would have gone straight to esoteric magic school and never come out again. He'd be Gale Dekarios. Blacksmithing and Hextech were always about him finding a workaround within his own available skills and background for what was possibly the most heartbreaking moment of his young life: that he didn't have any actual, inherent magical ability of his own.

(Which just makes the fact that his mage also didn't have inherent magical ability, that Viktor gained it through his association with Jayce, all the more delicious.)

I've seen people say it's inconsistent/a direct opposition for arcane herald Viktor to say "choice is false" when in s1 Viktor said "there is always a choice".

But those are not opposing ideas in this instance, because when Viktor says there's always a choice, he is not literally talking about free will, his main point here is not that it's good humans can make their own choices. In this instance there is clearly a right and a wrong choice, and what Viktor is saying is that Jayce can and should choose non violence.

What changed to go from here to "choice is false" is his faith in humanity. Viktor started out probably believing that people would choose non violence when possible. He's not super politically minded, but he built a laser arm as a tool for laborers and never considered those might be turned to weapons. Which is naive, yes, but also shows that he has a lot of faith in humanity, and probably believes violence only happens as a result of poor life conditions (which he believes he can improve).

But then Jayce does choose to make weapons. And when they try to make it right and almost manage to end the conflict with Silco peacefully, Jinx shoots the rocket, which kills him. Jayce takes away his choice by resurrecting him against his will. He discovers Jayce made hextech weapons again. He builds his peaceful commune, fully separating from society and its conflicts, except those conflicts find him, Ambessa attacks, and Jayce shoots him.

So after all that, he concludes that humans will still choose violence even when they don't have to. Because of their emotions, both love and compassion and hate and rage, which all are tied up together. He loses any faith in humanity, and concludes people don't really make free choices, they're guided by these bad emotions that lead to violence. So that ability must be erased to create peace.

And that is what changes here. Going from believing in humanity being peaceful to a naive extent to losing all faith in humanity. At least until Jayce is able to show him there's still a reason to try.
